
Jazmine was born and raised to Philadelphia, Pennsylvania. Her mother Pam was a vocalist for the backup band of Philadelphia International Records. When she was five years old, of age, her dad landed in the role of curator of The city's Historic Strawberry Mansion in the Strawberry Mansion section, and her family relocated to the landmark historical building. In 2005 she was a graduate of the Philadelphia High School for the Creative and Performing Arts with singer-music major. Sullivan began singing in the school's chorus as a contralto, after which she was a part of the adult chorus a couple of years afterwards. Sullivan was not exposed to secular music at first. "I started singing solos in the church, and someone suggested I sign up to a gospel record at the age of 11. But I wasn't ready to go through with it," she says. "Then when McDonald's offered a competition to children in cities of the world, I got a chance to sing 'Accept Whatever God Gives' on Showtime in the Apollo and the audience responded really well". In the year 13 she sang alongside Stevie Wonder for his grandson's birthday. Sullivan aged 15 was signed for the first time to Jive Records. In the age group of 15 she signed with Jive Records. The label recorded an entire album there, but it wasn't made available for release. Sullivan was later dismissed from the record label. There was a close relationship with Missy Elliott and produced several tracks in her debut album like the buzz track "Backstabbers" - produced by Timbaland and written by Elliott.
